Nationwide, the government says it's seeing some progress in its program to help homeowners.

Nationwide, the government says it's seeing some progress in its program to help homeowners.

More than 650 thousand mortgage holders took part in the loan modification program to help reduce monthly payments.

That's only 20 percent of those eligible, but officials say they're working to increase participation.
