It’s not the costumes spooking shoppers this year, but the price tags on them.
Because of the economy many stores are increasing the prices to buy or rent them in order to make up for lost income.
In fact, experts think Halloween sales will plunge 18 percent this year.
People are turning to making their own creative costumes, rather than just buying one already made.
The most popular costumes this year? Michael Jackson, Harry Potter and Hannah Montana.
