Volunteer Firefighter a Registered Sex Offender

We spoke with David Finger, Director of Government Relations for the National Volunteer Fire Council.
He says there are no federal guidelines about what is an acceptable background for a volunteer firefighter.
Finger also says the National Fire Council doesn’t have the authority to tell a fire department what to do if a background check shows that a volunteer is a convicted sex offender.
But he did say this about firefighters:
“These are folks trusted to go into homes and interact with people who are extremely vulnerable,” said Finger, “from a common sense, perspective having a registered sex offender as a volunteer firefighter sounds like a bad idea at best.“

Nine on Your Side has discovered that a firefighter here in the East is a registered sex offender. A viewer called our newsroom saying they recognized the Red Oak Firefighter from Pitt County when they were checking the North Carolina Sex Offender Registry. We did some checking and sure enough 2nd Captain Robert O’Neal is listed as a sex offender. Our Laura Vesco investigated his charges and asked the chief tough questions about his firefighter.
For decades Robert O’Neal has volunteered with the Red Oak Volunteer Fire Department in Pitt County and he now gets paid for some of his duties there. Fire Chief Chad Singleton says O’Neal first joined in 1987.
In 2003, O’Neal was put on administrative leave after he was charged with indecent liberty with a child, communicating threats, three counts of solicitation prostitution and two counts of crime against nature. O’Neal ultimately served a little over a year behind bars as a result.
Chief Singleton says when O’Neal returned from jail, he requested to come back to the Red Oak Fire Department in Pitt County. At the time of his offense, Singleton says there weren’t any rules that stated a person with a felony wasn’t allowed to volunteer.
So the entire membership voted on whether or not O’Neal was allowed back with the department. The vote passed allowing O’Neal to come back.
Fire Chief Singleton has now written rules for Red Oak Volunteer Fire Department in Pitt County that requires a background check and anyone with a felony is not allowed on the department. As of today O’Neal is still working and volunteering for the department.
Chief Singleton has assured us that O’Neal does not teach fire prevention at any of our schools. We also think it is important to point out that a reporter of ours, Andrew Doud is a volunteer firefighter with the Red Oak Fire Department in Pitt County. A firefighter with the Red Oak Volunteer Fire Department in Pitt County is a registered sex offender. According to the North Carolina registered sex offender website, Robert ONeal served jail time from November 2003 until March 2005.
Chief Chad Singleton says ONeal joined the Red Oak Volunteer Fire Department in Pitt County in 1987. When he was charged with indecent liberty with a child, communicating threats, prostitution, and crimes against nature, ONeal was put on administrative leave.
Chief Singleton says after he served his time ONeal asked to come back to the department. Singleton says when this incident occured there were not any rules or stipulations for those who volunteered. In 2005 the entire membership at the department took a vote and allowed him to come back.
Chief Singleton has now written new guidelines, regulations and rules for the department that requires a background check. He says they will not hire volunteers with any felonies on their record. The new laws are not retroactive.
Singleton says ONeal does not teach fire prevention at any schools.

Hey WNCT why did not you talk about all the sordid details of this guy’s arrest way back when…it would have been so much more juicy
This man has paid his debt to society and has not been in trouble with the law since 2003 yes he is a registered sex offender but what happens after the crime and you do the best you can to live a normal life. The sex offender registry is publicized so everyone can see who is and who is not a sex offender so why is he on the news as if he has commited another crime, for years he was a volunteer fire fighter that means for years he did not get paid for fighting fires putting his life on the line for free so how much debt can this man pay to society yes he may be getting paid for work now but now I think it is shame that people still want to judge others by what they have done in the past and WE all have a past I am so glad that God is the ultimate judge not this so called society that does not forgive and surely want forget even when this man has served his time went on with his life trying to be as normal as he can, volunteered his services and paid his debt to society.
I believe it is ridiculous that you guys are still showing this story on the news. Robert has paid for the mistakes that he has made in his past, so why are you still posting his face all over the internet and TV. And also I’m glad to see that you have the story back open for comments, unlike last night, I believe that WNCT just needs to let this story go. It is doing absolutly nothing EXCEPT making you all look terrible. I will no longer be watching your news broadcast, as also the rest of my family has already committed to doing. I have several firefighters in my family and as close friends. They will all tell you the same story. They seem to stick together like brothers so no matter what you say, Robert will always be known in his community for the good that he has done…and not for WNCTs story of bringing up the past from several years ago. You should be doing a story on all the good that he has done, and the changes that he has made. Robert you have all the support you will ever need and I’m one of the proudest, to call you my UNCLE!!
I was appalled to learn of this sensationalized reporting of old news. Robert is a respected member of this community and WNCT should be ashamed of themselves for dragging his name through the mud again, for a crime that is several years old. Yes, he made a mistake but he has long since served the time for his crime. Robert is a true asset to this community. Not many people in this day and age choose to dedicate their time to volunteer efforts, and your time would be much better spent doing a story on how many people he’s helped instead of rehashing old news. Robert has personally been a first responder to my family on more than one occasion. Each time he has gone above and beyond to help however he could. He truly cares about helping people and serving his community. His history has no bearing on his ability to do his job, and do it well. Let me tell you, when your house is on fire, or your family is in need of immediate medical assistance the first man that arrives to help is a blessing. On many, many occasions Robert has been that man. And I can assure you that none of the people in need would tell him to go away, his help is not needed simply because of an unrelated crime in his past. I am proud put my name on this message and I intend to stand behind Robert in any way that I can.

I just want to say this is absolutely as low as a news station can go. This man has paid his dues and should not have to be put through this. I know first hand how good Robert is. I watched him give everything he had to save my husband’s life. This man gives a great deal of his time to this fire department and would do anything for them. He was the first one to arrive at my home when my husband collapsed. We are always quick to judge people based on their past mistakes but nobody can say they have never screwed up! Robert keep your head up and know there are those who support you! I will never forget your efforts to save my husband’s life!!!
It must be a SLOW news day when WNCT has to go digging into old news file to send out breaking news text messages to attack local volunteers. As a local volunteer fire chief myself, I have worked with WNCT on many stories and have gone out of my way to contact the reporter and keep him/her updated on new information. I have also provided access for video and photo ops for the various stories needed. ( In case you didn’t know, that is how the system works. The reporters don’t stay at a scene. They get a little video, some sound bites, and want you to call them so they can stretch the story out for a few days.)Red Oak Fire Department is one of the finest volunteer fire departments I know. Chief Singleton, his officers, and firefighters do it right, from the incident scene to the training ground to the recordkeeping. The residents of Red Oak Fire District should be proud of the job these guys and gals do - for nothing in return. What this man did was wrong, he paid his time and is now trying to get his life back on track. What good can come from this story? What relevance does this have to fire fighting and emergency services? What does it do to his family or to the future of Red Oak Fire Department? Where does the fact checking and shotty reporting stop? Check the rosters of every Pitt County fire department, past and present. Then move to the Red Cross, Salvation Army and other volunteer organizations. When you are done, post the criminal histories of everyone affiliated with WNCT. Let’s see what we can find. Everyone deserves a second chance and you guys are out to ruin this man and this department. Why not make this a positive story and tell how this man has been reformed and now helps the community. No - Good news doesn’t get web site hits or viewers at 6 and 11. Volunteer fire departments provide the same service as paid municipal departments at a much reduced cost to the taxpayer. Fires, auto accidents, natural disasters don’t care if the responder is paid or volunteer. The danger is the same. However, volunteers are getting harder to find due to increased demands placed on us by state and federal mandates. Now WNCT wants to make our job even harder. I am calling for all volunteer departments to ignore any request from WNCT for interviews, photo ops, and filler stories(turkey cookers at Thanksgiving, our thoughts on 9/11, etc.) If you can’t help us, we will stop helping you. For REAL breaking news and reporting on emergencies in you area, tune in to WITN or WCTI. Chief Singleton, you, Mr. O’Neil, and the rest of your firefighters have our support.
This is such OLD NEWS, like you said, from 2003! Come on, do we not have anything better to do with our time. You guys should be reporting on things that truly matter. Robert has already served his time for these crimes. So why are they still being thrown back in his face. He is a volunteer firefighter like many people that I know and when something goes wrong in YOUR life you would not care what he has done in his past as long as he was helping you in your time of need. I believe he is truly a man that is trying to get his life back together and on the right track who at the same time, is one that cherrishes every minute that he can serve his community. Which is also the same community that keeps throwing him down. So doesnt everyone stop looking at the negatives of someones past and start looking at the ways they have changed their life for the better.

Wow! It must be a slow news day. You guys had to dig all the way back to 2003 to bring up some old news on a man who has already served his time as the judicial system required. Should he not be allowed to serve his community in peace. Nice work. Maybe some real news will break soon so you will have something worthy to report. I am disappointed in a station that I normally trust to do the right thing.
I’m not following why this is such big news. If he didn’t try to hide it from the fire department and they voted to bring him back knowing his past then what’s the big deal. He’s putting out fires not changing diapers at a daycare. Let’s be honest if your house is on fire do you really care who puts it out as long as it goes out. If he is volunteering he must really care about his community and it his community that continues to convict him over and over!!!!
