WASHINGTON (AP) - There's no doubt the Bush administration expanded government power during the fight against terrorism.

But Vice President Dick Cheney says what Abraham Lincoln did during the Civil War and what Franklin Roosevelt did during World War II went far beyond what the Bush administration has done.

Cheney says the Bush administration has exercised what he thinks is the legitimate authority of the president's constitutional powers as commander in chief to help defend the country. Cheney is defending policies on detainees, terrorist surveillance and intelligence gathering as justified in a time of war.

Cheney spoke on "Fox News Sunday."
