The U.S. military is expressing condolences to all of the families who have lost a loved one in Iraq.
That, after four more deaths yesterday brought the American death toll since the beginning of the war to at least 4,000.
A military spokesman notes "significant gains" made in the country but says "there's still a lot of work to be done."
Vice President Cheney says he, like anyone, regrets "every casualty, every loss in Iraq."
Cheney is in Jerusalem, where he was asked today about news of the death toll.
The vice president acknowledges the mark may have a psychological impact on the American public.
He says the president is the person who has to make the decision "to send young men and women into harm's way," adding, "It never gets any easier."
