RALEIGH, N.C. (AP) - Col. W. Fletcher Clay says he will retire as commander of the North Carolina Highway Patrol on July 1.
Clay was promoted by Gov. Michael Easley as the patrol's 22nd commander in June of 2004.
Clay did not explan in a news release Friday why he was leaving the post, but his resignation follows a series of problems which have plagued the patrol in the last six months.
Since last September, a trooper was fired for abusing his service dog, and another was fired after officials concluded that he targeted young women for late-night traffic stops. The patrol has also acknowledged a string of incidents in which troopers were caught having sex on duty.
In addition, an internal affairs supervisor and his subordinate were reassigned after questions arose about their handling of a minor traffic crash in which the supervisor was involved. Easley called for a review of the patrol's practices.
