Senate lawmakers are hoping to lock in the 60 votes they need to pass the bill before the holiday break.
Republicans argue the Democrats are making deals in secret, without asking them.
Democrats need two Independents or Republicans to vote in favor to get the bill through the Senate. Many Republicans say they aren't giving in.
"I understand that the other party won the last election. But somehow they're going to have to get over this attitude that they won the election, they get to write the bill," says Republican Sen. Mike Enzi of Wyoming.
"We're going to pass health care reform. It's going to pass. It's going to do wonders for the American people," says Democratic Sen. Max Baucus of Montana.
If approved, lawmakers will then have to blend the House and Senate versions into one comprehensive bill, before it can be signed into law.
