WASHINGTON (AP) - Congress is making it easier for members of the military and other Americans overseas to vote absentee.
Those groups will have their home states provide ballots at least 45 days ahead of an election to ensure there's enough time to complete and return them.
Once President Barack Obama signs the bill, states must provide registration forms, absentee ballot requests and emergency ballots electronically -- either online or through e-mail.
The measure would also prevent states from rejecting military ballots for lack of a notary signature.
A congressional report found that one out of every four such voters may have been excluded in the 2008 election for one reason or another.
Congressional sponsors are confident the states can have things ready for next year's elections.
