$10M UNC-CH program gives soldiers little help

CHAPEL HILL, N.C. (AP) - A newspaper says most of a $10 million program at the University of North Carolina to help returning National Guard personnel has been spent on salaries and consultants without helping the soldiers.

CHAPEL HILL, N.C. (AP) - A newspaper says most of a $10 million program at the University of North Carolina to help returning National Guard personnel has been spent on salaries and consultants without helping the soldiers.
The News & Observer of Raleigh reported Friday that the Citizen Soldier Support Program has spent almost three-quarters of the money in the past five years on six-figure salaries, university overhead, and travel.
Democratic Congressman David Price inserted the money into the federal budget in 2004 for the effort based at UNC at Chapel Hill to help deployed National Guard and Army Reserve soldiers.
National Guard Major Gen. William Ingram says he's attended many meetings and seen stacks of paperwork but no results.
