KILL DEVIL HILLS, N.C. -- Early Friday morning was when places along the Outer Banks got hit with the worst that Hurricane Earl had to offer and it was also where the eye of the storm came the closest to land.
The threat still wasn't enough to convince a lot of the locals to evacuate.
